I was late to apply for EI -
applied after 2 months of the lay off.

I did not realize immediately that it was lay off and not
voluntary dismissal as my severance letter states as a reason mutual decision (and company's situation - without explaining what is the kind of situation).

What could be the consequences?
Are they likely to refuse EI?
Can I contest the EI refusal

Also I was paid 1 month of unused vacation, 4 week foreseen by legislation, and 8 weeks of
of severance agreement (shut-up money).

Yes you can appeal the decsision you have 30 days to appeal.
As far as being late tell them you used the money you were paid out,before filing.
They also have to tell you why you were let go laid off fired etc....

There is no such thing as shut up money unless you have signed something stating so.
