Hi, I have a question. Do you know what exactly Technical writer does, what are the responsibilities and what education and degree are needed for this job?

Hi Ivan.

Technical writer usually writes technical reports, articles, evaluates reports, regulations and documents.
Other tasks will include consultation, recommendations, and facilitating decisions, and technical writing editing.

Education requirements: Certificate in technical writing or four-year college degree in communications, journalism, engineering.

It depends on where you live. I can say for Western Canada, BC you could get 55 to 60k, depending on the company.

I am sending out Resumes but still no calls. I know I can do the job; I have the background and the skills. I just wanted to make sure what the annual salary is in case I need to negotiate it.

That’s about right. In what province do you live? The salary may vary in different provinces.
