I've been told that now only the lawyer who has a canadian license may apply in embassy for a person who wants to immigrate in Canada, so I cannot fill out the application and prepare all documents, and apply by myself. Is that true?

You can do it by yourself the entire process.
Hiring a lawyer/consultant is your choice/option.

Hi Milena,
You can apply by yourself to immigrate to Canada. It is very easy and there is no need to pay to some agency/lawyer to do this for you.
