You can post a job request in this forum:

You don't need a job offer in order to apply for immigration as an independent immigrant/skilled worker.

If you have a job offer that will give you more points but it is not necessary to get one in order to apply for a skilled worker visa. Do you have any University education?

Nader,

The link you've posted is for the Provincial Nominee Program and is for Newfoundland & Labrador only. You do not need a job offer in order to apply for immigration as a skilled worker. Some of the Canadian provinces have special immigration programs (just like Provincial Nominee Program), because they have shortage of skilled workers in some areas.

Hi,
This is the official citizenship and immigration Canada web site: http://www.cic.gc.ca/english/immigrate/index.html
http://www.cic.gc.ca/english/skilled/index.html
It has all the information you need on how to apply as a skilled worker.
You do not need a job offer to immigrate to Canada.

You can apply in Canadian embassy in a different country, but chances are they will forward your immigration apllication back to your own country.

Which country do you live in?

They will most definitely forward your application and this will slow down the process. If you live in another country then you can apply from there and your application will not be forwarded back to your home country.

Well, if you want to get in Canada faster you have to apply though the provincial nominee programs. You can contact them for details and tips on how to get a job offer.
