Hi, wonder if you can help.

I'm considering moving to Canada from London, UK. I work in the voluntary (charity) sector.

Between Toronto and Vancouver which is the better place for working in this area? Perhaps there is another city that is better suited to working in the charity sector?

Ultimately: where do charities mostly base themselves in Canada? I specialise in working with refugees so maybe that affects things.

Advice from a charity worker would be much appreciated.

I think all major cities in Canada (like Toronto, Montreal, Vancouver, Ottawa, etc) have charity sectors and community centres for new immigrants and refugees. You may be better off by making a research on the internet.

I would not doubt that more charity head offices in Canada are based in Toronto, it is a much bigger city and certainly contains the head offices of more charities in my sector (ex: greenpeace, wwf). That being said, Vancouver does have offices of both those companies, and it would likely be the same in your field (head office in Toronto but quite possibly an office in Vancouver as well). I would think you would want to secure a job first though before moving to either city?!
