Urgent question about "Facilitated Processing for IT Workers"

Hi,

I am new to this forum. I have some questions to ask:

1. Does it need National Confirmation Letter by HRSDC ? If yes, how could I get this letter ?

2. I am not very sure if I could apply for this kind of work permit. The company told me to apply for it but not sure. I am an international graduate student and working as a RA at a university of Canada and to graduate in this August. Now I have not graduated. The company required me to apply for it since I could apply for it directly at a port of entry and get the work permit as soon as possible. However, I am not sure if I could apply for it.
