Smile Good place in Alberta

Where is the good place in Alberta to move in considering the cost of living and weather patterns?

Try the big cities. it is more likely to find a job there. Are you a recent immigrant?

Smile prospective immigrant...

After about 4 years since I applied for permanent residency, I've got a notice from the embassy to submit updated information within 45 days.
My other question is; can I change the place in Canada I intend to live in my application, say from Alberta to Toronto?
Thank you for replying to my queries.
